What is a SELO License for pressure vessels and other pressurized products?

Various terms are used to describe the License, which entitles a company to sell their products in one of the fastest growing markets in the world, the P.R. China. The SELO License is also known as “China Stamp”, or the “China Manufacture License” (CML), and refers to:

A licensing procedure conducted by the Chinese agency SELO (China Special Equipment Licensing Office). During this procedure, the following product categories are examined according to the Chinese TSG Regulations (Tezhong shebei anquan jishu guifan, from Chinese and means “Technical security regulation for special equipment”) and the GB standard (Guobiao, from Chinese and means „National Standard”):

  • Pressure Vessels,
  • Boilers,
  • Security equipment (such as valves and rupture disks), and
  • Gas cylinders.

The SELO China License has been introduced due to increasing international competition. Comparisons with other countries brought to light shortcomings with Chinese regulations. Consequently, the Chinese authorities focused their attention on quality assurance and product security.

Which regulations exist in relation to the SELO License?

Constantly changing laws and increasing regulations complicate the process for first time applicants, as well as for companies familiar with the SELO License. This is because the CML legislation is quite young and frequent adjustments are made.

Although CML regulations share similarities with

  • ASME and
  • DIN EN ISO 9001

these regulations have been deemed insufficient, and subsequently supplemented by Chinese specifications, such as

  • GB standards and
  • TSG regulations.

These regulations should be implemented in the applicant’s own company and recorded into a handbook. Other Quality Management Handbooks (QMH) are not accepted by the Chinese authorities unless they perfectly match the Chinese requirements.

As a result of factory inspections and the growing experience of Chinese inspectors, Chinese authorities – such as AQSIQ, SELO and the CSEI institute – further develop their existing regulations and standards.

Standardized procedures simplify the inspectors’ job.
