China motor vehicles CCC Certification and Implementation Requirements (CCAP-C11-01:2020) have been revised and published by China Certification Center for Automotive Products (CCAP) on April 30, 2024. The specific notice is as follows:
1. Main revisions
- Certification Certificates: Various certification agencies have increased corresponding product certification rules (9.2, 9.5);
- Electronic Certificates: Electronic certificates are now possible. However, customers are free to choose between obtaining an electronic or a paper version” (9.6);
- Certification Marks: the management of certification marks and the use of regulations has been amended to now include electronic CCC marks. In addition, the standard CCC logo has a new specification and the responsibilities in managing the logo are included
- Fees: The description of CCC fees has been improved for clarity, as well as new fees for sampling test and CCC mark have been added (11).
- Type Testing Updated Requirements:
- Gas Vehicle Cylinders: Monitoring mark and manufacturing license number standard updated from GB/T 17258-2011 to GB/T 17258-2022.
- Indirect Vision Devices: Standard updated from GB 15084-2013 to GB 15084-2022, including CMS installation requirements.
- Vehicle Plate Brackets: GB 15741-1995 – 1 amendment has been made.
- Bus Structural Safety: GB 13094-2019 – 1 amendment has been made.
- Passenger Seats and Fixtures (M2, M3 class vehicles): Standard updated from GB 13057-2014 to GB 13057-2023.
- Automotive Glass: Removed GB 9656-2003.
- Energy Consumption for Electric Vehicles: Removed GB/T 18386-2017, added GB/T 18386.2-2022.
- Radio Disturbance Characteristics: Standard updated from GB 14023-2011 to GB 14023-2022.Type Testing Updated Requirements:
- Single Vehicle Certification Testing:
- Gas Vehicle Cylinders: Monitoring mark and manufacturing license number updated from GB/T 24160-2009 to GB/T 24160-2022.
- Vehicle Stability: Standard updated from GB/T 14172-2009 to GB/T 14172-2021.
- Specialized Automotive Equipment Installation and Exhaust Pipes: Standard updated from GB 19239-2013 to GB 19239-2022.
- Instrumentation for Electric Vehicles: GB/T 19836-2019 – 1 amendment has been made.
- Electrostatic Discharge Device for Special Vehicles: Updated from JT/T 230-1995 to JT/T 230-2021; structural strength updated from GB/T 6068-2008 Section 24.1 to GB/T 6068-2021 Section 24.1.
- Post-Certification Supervision Sampling:
- Bus Structural Safety: GB 13094-2019 – 1 amendment has been made.
- Passenger Seats and Fixtures (M2, M3 class vehicles): Added GB 13057-2023.
- Energy Consumption for Electric Vehicles: Removed GB/T 18386-2017, added GB/T 18386.2-2022.
- Radio Disturbance Characteristics: Updated from GB 14023-2011 to GB 14023-2022.
- All-Terrain Crane Safety Protection Devices: Updated from GB/T 27996-2011 to GB/T 27996-2022 (various sections).
- All-Terrain Crane Structural Strength: Updated from GB/T 27996-2011 Section 5.21 to GB/T 27996-2022 Sections 4.2.18, 4.4.1, 4.4.3, 4.4.4.
- Non-Mass Production Vehicle Consistency Checks:
- Vehicle Plate Brackets: GB 15741-1995 – 1 amendment has been made.
- Bus Structural Safety: GB 13094-2019 – 1 amendment has been made.
- Operating Noise for Concrete Mixers: Updated from GB/T 26408-2011 to GB/T 26408-2020.
- All-Terrain Crane Safety Devices: Corrected and added GB/T 27996-2022 (various sections).
- All-Terrain Crane Stability: Updated from GB/T 27996-2011 Section 4.2.17 to GB/T 27996-2022 Section 4.2.19.
2. Requirements for the implementation of the new version of the rules
- Implementation time
- Immediate Effect: From the date of this notice, all new automotive product CCC certification must comply with the new rules., which means that the CCAP will only accept and conduct certification in accordance with the new version of the detailed rules.
- New Applications: except for Class A and I buses, all new M2 and M3 class vehicles, passenger seats and fixtures must comply with GB 13057-2023
- Starting from January 1, 2024: in accordance with the provisions of TC11-2023-03 “Technical Resolution on Improving Automotive Product Certification Certificates”, certificates issued using the single-vehicle certification model will need to have the letters “DC” added after the existing 16-digit CCC certificate number.
- CCC Certificate Transition Arrangements
- Current Certificates:
- Valid CCC certificates that have been issued can continue to be used.
- The CCAP will adopt typical transition methods such as certificate renewal upon expiry, annual factory inspection, compliance with standards updates, and product change approval applications.
- Standards Changes: certification implementation and transitional arrangements involving changes in the certification basis standards are implemented in accordance with the requirements of TC11-2023-02 “Revision of Compulsory Certification Standards for Automobiles and Auto Parts Products and New Technical Resolutions”. Among them, the standard version changes and transition period arrangements for GB 13057-2023 will be notified later after the TC11 technical expert group issues relevant technical resolutions.
- Conversion Deadline:
- If the conversion to the new version of the standard certificate is not completed by the deadline of November 10, 2024, within the time limit, the CCAP will suspend the corresponding certificate for a period of 3 months during which the conversion must take place in accordance with the requirements of the “Compulsory Product Certification Management Regulations” (General Administration of Quality Supervision, Inspection and Quarantine Order No. 117).
- If the conversion is not completed during the 3-month suspension, the corresponding certificate will be revoked by the CCAP
