China CCAP Electric Vehicle Supply Equipment – certification rules (CCAP-GZ-464230:2024) have been revised according to GB/T 18487.1-2023. China’s Certification Center for Automotive Products (CCAP) published the updated rules on March 27, 2024 and they came into effect on the same date.
I. Main Revisions in the New Version:
- Revision of Basis Standards for Certification:
- Addition of GB/T 18487.1-2023 “Electric Vehicle Conductive Charging System Part 1: General Requirements”
- Addition of GB/T 40432-2021 “Conductive On-board Chargers for Electric Vehicles”.
- Modification of Terminology Definitions and Unit Divisions.
- Modification of Product Results and Technical Parameter Tables.
- Modification of Key Components List for Products.
- Modification of Requirements for Utilization of Other Qualified Assessment Results.
II. Implementation Plan and Transition Requirements:
1. Implementation Time:
Certification commissions and certifications should be conducted according to the new rules from the date of their release i.e. March 27, 2024. From April 1, 2024, certification commissions and certifications should be conducted according to GB/T 18487.1-2023.
2. Transition Requirements:
Electric vehicle supply equipment products certified according to the old standards before March 27, 2024, can continue to use the old standard certificates, however by April 1, 2025, they must naturally transition to the new standard certificates. This can be done via product expansion, product changes, post-certification supervision, or certificate renewals. Failure to do so within three months (from April 1, 2025 – July 1, 2025) will result in suspension of the old standard certificate, and failure to complete the transition within three months will result in revocation of the corresponding old standard certificate.

Materials to be provided for commissioning a Certification:
- Basic information of the certification client, manufacturer(s), and production facility(ies):
- Certification application or contract.
- Factory inspection survey.
- Registration materials of the certification client, manufacturer(s), and production facility(ies) (for initial applications and changes), including:
- Copy of business license; for overseas companies, provide legal registration and/or production certification materials.
- Trademark registration and legal authorization certificate for the manufacturer(s) (Trademark registration should be issued by the State Administration for Market Regulation of the People’s Republic of China and cover the product category of electric vehicle charging equipment. However, it’s not compulsory for foreign company.).
- Copies of relevant contracts between the salesperson/importer (if applicable) and the manufacturer(s) (for initial applications and changes).
- Authorization letter for agents (if applicable).
- For overseas certification clients, a commitment letter and relevant certification of legal responsibility (including warranty, recall, and related quality responsibilities).
- Product information for certification:
- Quality system documents, including quality manual and copies of obtained quality management system certification (if available).
- Structure and technical parameters of electric vehicle supply equipment products, as required in Annex 1 of these rules.
- Photos and product drawings, including photos showing the main features of the product (front, rear, left, and right) and technical drawings.
- Electrical diagrams and circuit diagrams.
- Product manual.
The certification client must provide a commitment letter confirming the accuracy of the provided information and that the client assumes corresponding legal responsibilities (including warranty, recall, and related quality responsibilities). Additionally, they should include explanations of differences between different models within the same application unit and provide software backups. Any other relevant documentation, such as product certification certificates, inspection reports, or related declarations, should also be included.
The CCAP certification process:
- Commission, documentation review, and acceptance.
- Division of certification product units and preparation of certification plans.
- Signing of certification contracts and payment of fees.
- Product type testing.
- Certification evaluation and decision-making.
- Issuance of certification certificates.
- Post-certification supervision.
Post-certification follow-up inspections
- The implementation of the requirements of the manufacturer’s product factory quality assurance capabilities.
- Product consistency inspection and on-site specified tests.
- The use of certification marks and certificates.
- Other CCAP factory site inspection requirements.
Among them, product consistency inspection and on-site specified test means that the inspection team randomly selects certified products at the end of the production line or among the inspected products in the warehouse to carry out inspection including but not limited to the following contents:
- The logo of the certified products (e.g. name, specification, model and trademark, etc.) shall be consistent with the test report and the information submitted by the commissioned certification.
- The structure and parameters of the certified products shall be consistent with the information submitted with the sample and commissioned certification.
- Certification product site specified test.
