CCC electronics self-inspection pilot work was announced on January 9, 2023.
This pilot project focuses on the self-inspection and self-certification of China Compulsory product Certification (hereinafter referred to as CCC certification) for electronic and electrical products. The purpose is to help streamline work processes of the government and make improvements through optimization of the business environment:
- Focus of the Pilot Project
- Manufacturers in the fields of household and similar equipment, electronic products and safety accessories have been identified by the relevant designated certification bodies to carry out self-inspection and self-certification pilot projects. When a CCC certification application is proposed, the test report issued by the pilot manufacturer’s own laboratory can be used instead of a third-party test report.
- Basic conditions
- Producers participating in the CCC certification self-inspection and self-certification pilot project shall meet the following basic conditions:
- It shall be qualified as a legal person according to law and have a fixed place and necessary facilities.
- Have experience in production, design or operation of relevant products, have obtained CCC certification, familiar with the basic norms and implementation rules of CCC certification.
- Operate in good faith and abide by the law, and have good production quality control and assurance capabilities.
- Have own laboratory that can be deployed and used independently, meet the general requirements of GB/T 27025 (or equivalent ISO/IEC 17025) for laboratory capacity, have corresponding testing equipment and full-time testers, and can complete all tests related to CCC certification applicable standards within the scope of products applied for.
- No bad record in the past two years:
- Not subject to administrative penalties imposed by the market supervision department concerning product quality;
- No serious nonconformity issues in the implementation of CCC certification;
- The results of national and provincial certification validity spot checks and product quality supervision spot checks are not unqualified;
- No media exposure or public opinion caused by product quality problems.
- Producers participating in the CCC certification self-inspection and self-certification pilot project shall meet the following basic conditions:
- Implementation requirements
- If a pilot producer submits a false test report or commitment, or no longer meets the basic conditions for the pilot, the relevant designated certification body shall disqualify the manufacturer from self-inspection and self-certification.
- The relevant designated certification bodies shall report the development and achievements of the pilot work by the end of 2023. The Certification and Accreditation Administration of the People’s Republic of China (CNCA) will adjust and improve the pilot measures in due course.
