China motor vehicle and trailers have revised CCC certification rules announced by the China Certification Center for Automotive Products (CCAP) on October 12, 2023. This is the third revision of the respective CCC certification rules, introducing self-inspection requirements for four types of vehicles. These updates align with the State Administration for Market Regulation (SAMR) announcement (No. 16-2023) to address the issues identified during the certification application review.
Key Revisions in the New Version
- Self-Inspection for Four Types of Vehicles (Section 4.1):
- Four types of vehicles, including flatbeds, cargo racks, box vans, and dump trucks, can now undergo mandatory product certification through self-inspection.
- Certification modes are determined based on production integrity, effective management, and stable manufacturing processes. These modes include type testing, initial factory inspection, and post-certification supervision.
- Vehicle manufacturers are classified based on the “Classification Principles for Production Companies”. Classification determines certification elements and modes.
- Quality assurance and product consistency checks differ for mass-produced and non-mass-produced vehicle manufacturers.
- Post-certification supervision methods include tracking inspections, on-site sampling tests or inspections, and market sampling tests or inspections, used individually or in combination.
- Self-inspection and self-declaration are permitted for vehicle manufacturers who outsource production to modification companies.
- Commissioning Requirements for Four Types of Vehicles (Section 6.1):
- Certification commissioning must adhere to CCAP’s process and requirements.
- Only vehicle manufacturers can submit CCC certification commissions for four types of vehicles; modification companies cannot apply independently.
- Commissioning parties must be capable of handling recalls and warranty responsibilities.
- Manufacturers and production companies must operate legally and comply with relevant industrial policies.
- Type Testing Requirements for Four Types of Vehicles (Section 7.1.4.6):
- If the vehicle manufacturer’s own laboratory meets the type testing requirements for four types of vehicle certification standards, their test reports can replace third-party reports.
- Initial Factory Inspection Requirements for Four Types of Vehicles (Section 7.2.4):
- Vehicle manufacturers must establish quality assurance and product consistency control measures based on product characteristics and production processes.
- Post-Certification Supervision Requirements for Four Types of Vehicles (Section 8):
- Post-certification supervision methods include tracking inspections, on-site sampling tests or inspections, and market sampling tests or inspections, individually or in combination.
- Frequency and methods of supervision vary based on enterprise classification and compliance history.
- Increased Post-Certification Supervision Frequency Requirements (Section 8.5):
- CCAP may increase supervision frequency under specific circumstances.
- Certification Certificate Requirements for Four Types of Vehicles (Section 9.2):
- Certification certificates must include additional information, such as references to standards and certification rules.
- For four types of vehicles, certificates must indicate “self-inspection and self-declaration.”

- This appendix outlines the implementation process for self-inspection and self-declaration of four types of vehicles.
Implementation requirements of the new version
