China’s cosmetic ingredient submission code for compound ingredients reopened on November 1, 2023. The platform has now been fully restored to its initial state which means that registrants and declarants can now use existing compound ingredient codes as well as submit applications to obtain new compound ingredient codes.
Background:
On September 4, 2023, China’s National Institute for Food and Drug Control (NIFDC) released three pivotal documents bringing changes to cosmetic notification and registration processes, which in turn triggered an upgrade to the “Raw Material Safety Information Registration Platform.” This upgrade, unfortunately, imposed restrictions on the submission of compound ingredients.
Subsequently, the “General Cosmetic Filing Management System” underwent maintenance, rendering over 180,000 previously submitted compound raw material codes became invalid.
The failure to submit ingredient codes after this update meant that registrants and declarants could only provide safety-related information for the components. This change, outlined in Annex14 of the Cosmetic Registration and Declaration File Management Regulations, mandated the upload of scanned paper documents stamped with the registrant’s or declarant’s seal. While inconvenient for some, it sparked widespread industry attention and discussions, presenting challenges for adaptability within the sector.
Fortunately, on September 15, 2023, the “General Cosmetic Filing Management System” underwent another update, fully restoring the import and reporting functions for compound raw material codes. However, the fundamental issue of the inability to submit compound raw materials on “Raw Material Safety Information Registration Platform” persisted until November 1, 2023.
The latest update to the Cosmetic Raw Material Safety Information Submission Platform on November 1, 2023, restored the functionality of applying for compound ingredients codes. What’s more, a new “Add Component” button has emerged in the “Raw Material Basic Information” section of the “Basic Information and Process Description” page on the “Raw Material Safety Information Registration Platform.” This means that compound ingredients can once again be submitted, returning the material submission process to its pre-September 3, 2023, normal operations. Going forward, businesses can now navigate cosmetic filing and registration without the previous complexities, seamlessly associating submission codes with raw materials.
