If the raw material manufacturer is overseas, the certification documents must be notarized by a Chinese notary public or confirmed by the Chinese embassy (consulate).
Article 7: Safety information for cosmetic raw materials covers quality specifications, safety risk substance control, and raw material safety risk assessment conclusions. Detailed instructions for filling in this information are provided in the annex.
Article 8: Raw material quality specifications include basic information, process descriptions, quality indicators, and characteristics.
Article 9: Information related to the control of safety risk substances should include risk information and control indicators.
Article 10: When authoritative institutions at home and abroad conduct safety risk assessments of relevant raw materials, manufacturers must provide the name of the assessment body, assessment conclusions, and other relevant information.
Article 11: After registering safety information on the raw material platform, raw material manufacturers will receive a unique raw material safety information reporting code otherwise known as the Cosmetic Ingredient Code or CIC.
Article 12: This reporting code contains the serial number from the IECIC, the raw material manufacturer code, and the raw material platform registration serial number. It is only accessible to cosmetics registrants and filing entities and is not made public.
Article 13: Cosmetics registrants and notifiers (filers) are responsible for reviewing and evaluating the authenticity and completeness of the raw material safety information provided by manufacturers. If any issues are identified, corrective actions may be taken, and necessary information can be supplemented.
Other: The guidelines also contain a form showing the information to be provided via the Cosmetics Raw Materials Platform.
