With the announcement 188/2019, the State Administration for Market Regulation (SAMR) published on 09. Oct. 2019 the implementation of the decisions taken by the State Council on 18. Sep. 2019 on the “Decision on the adaptation of the catalogue of production licences for industrial products to strengthen post-control”.
1. Reformation on production licenses
The provincial market surveillance authorities and the competent inspection bodies for production licences are required to withdraw licences immediately for the following products:
- Bearing steel,
- Anti-counterfeiting products,
- Friction linings and sealing products (other than brake linings),
- Motorway bridge camp,
- combustion engines and
- grinding wheels
The acceptance, testing and approval of production licences for the following product groups may not be continued in any way:
- steel wire ropes,
- steels for prestressed concrete,
- prestressed concrete cushions,
- special industrial safety articles,
- refractory materials,
- building waterproofing membranes and
- vehicle brake fluids
Satellite television ground reception equipment and radio and television broadcasting equipment shall be consolidated and reorganised into:
- special direct broadcast satellite equipment,
- non-direct transmission satellite special equipment,
- broadcasting television transmission equipment.
For products for which the product license has been cancelled, voluntary certification is to be promoted.
2. Introduction of product certification for brake pads
Brake pad products are included in the certification obligation according to CCC. An exact period for the implementation was not specified.
As soon as the CCC certification has been implemented, applications for the production license will be discontinued and the production license application procedure as well as existing licenses will be terminated.
Existing production licenses are to be converted to a CCC certification.
3. Strengthening of verification and control measures
Once a production license has been issued, the manufacturer shall be subject to frequent and more rigorous market and production standard reviews to verify compliance with quality management, traceability (production), after-sales management, product conformity and safety requirements.
To facilitate this, the existing structures of supervisory and certification organizations are to be expanded to take take adequate account of the expanded measures. In this context, further steps will be taken towards standardization and electronic processing in order to accelerate procedures.
