China gas appliances and other products will require CCC certification. The State Administration for Market Regulation (SAMR) made the announcement on April 7, 2024, as part of their plan to enhance the supervision of product quality and safety.
Additionally, third-party evaluation methods for the CCC certification of low-voltage components will be reinstated. Below we list the key requirements outlined in the announcement are:
New products subject to CCC certification management:
1. Starting on May 1, 2025:
- electric bicycle helmets
- explosion-proof lamps
- control devices included in the CCC certification catalog
must undergo CCC certification and display the CCC certification mark before being manufactured, sold, imported, or used in other business activities.
From May 1, 2024, designated certification bodies will begin accepting CCC certification applications, and certification and testing tasks will be handled by certification bodies and laboratories already equipped with certification scopes for motorcycle helmets and explosion-proof electrical products.
2. Starting from July 1, 2025:
- commercial gas appliances
- flame-retardant wires and cables
- electronic bidets
- combustible gas detection and alarm products
- water-based interior wall coatings included in the CCC certification catalog
must undergo CCC certification and display the CCC certification mark before being manufactured, sold, imported, or used in other business activities.
Starting from July 1, 2024, the designated certification body will begin accepting CCC certification applications. Certification tasks related to the certification body’s current designated scope of business for corresponding product categories will be undertaken, while laboratories will be designated separately.
Reinstatement of CCC certification of low-voltage components:
The third-party evaluation method for CCC certification of low-voltage components will be reinstated.
- Starting on November 1, 2024, low-voltage components must obtain CCC certification and display the CCC certification mark before being manufactured, sold, imported, or used in other business activities.
- From May 1, 2024, designated certification bodies will start accepting CCC certification applications for low-voltage components, and the “Mandatory Certification Product Compliance Self-Declaration Information Submission System” will no longer generate self-declarations.
- For manufacturers holding valid self-declarations for low-voltage components, designated certification bodies will directly issue CCC certification certificates, ensuring certification validity through post-certification supervision.
- Before November 1, 2024, manufacturers holding valid CCC self-declarations for low-voltage components must complete the conversion to CCC certification certificates and promptly cancel corresponding self-declarations; no conversion is required for components that have already been manufactured and are no longer in production.
- After November 1, 2024, CCC self-declarations for low-voltage components in the system will be uniformly canceled.
- The scope of low-voltage component designation for the four certification bodies:
- China Quality Certification Center (CQC)
- China Quality Mark Certification Group (CQM)
- Guangdong Quality Testing CTC Certification Co., Ltd, Shanghai
- Tianwei Certification Technology Co., Ltd. (TILVA)
that was revoked in the Announcement of the SAMR on “Adjusting and Improving the Catalog and Implementation Requirements of Mandatory Product Certification (No. 44 of 2019)” will be reinstated.
- Testing tasks will still be undertaken by existing designated laboratories for low-voltage component CCC certification.
