China Low Voltage Components CCC Certification reinstated

China low voltage components CCC certification has been reinstated by the China Quality Certification Centre (CQC) and came into effect on May 1, 2024. Prior to this date companies could undertake self-declaration however this is no longer possible, and companies must obtain China Compulsory Certification (CCC) through third-party evaluation for low voltage components destined for China.

This decision aligns with the stipulations set forth in the “Announcement on Implementing Mandatory Product Certification Management for Commercial Gas Burners and other products” (Announcement No. 9 of 2024). The CQC has outlined specific procedures for converting the self-declared compliance of low voltage components into official CCC certifications.

Key Principles of Conversion

1. Acceptance of conversion requests will only be considered if the self-declaration is currently valid.
2. The content of the CCC certificate post-conversion must match the corresponding self-declaration.
3. Certification validity is ensured through post-certification supervision.

Conversion Requirements

1. For self-declarations linked to existing CQC voluntary certification certificate:
   • These will be converted to CCC certificates at no additional cost.
   • If supervisory inspections have been conducted within the current year, no additional factory inspection will be required.
2. For self-declarations associated with CQC voluntary certification certificate but unlinked:
   • Direct conversions to CCC certificates will be executed without fees if they are consistent with the CQC certification and report.
   • If inconsistencies are found, they will be handled as per the first scenario.
   • No repetitive factory inspections within the same year.
3. For self-declarations backed by test reports from designated laboratories but without CQC voluntary certification certificate:
   • CQC will issue CCC certificates based on self-declaration.
   • Fees for application and registration are applicable.
   • The initial supervision inspection post-certification will encompass a comprehensive review as per the relevant rules.
4. For Original Design Manufacturer (ODM) self-declarations:
   • CCC certificates will be issued based on self-declaration.
   • Application and registration fees apply.
   • Upon issuing or post-certification, verification reports can be requested from CQC.

Additional Provisions

• Manufacturers must cancel their self-declaration once the CCC certificate conversion is completed.
• If no CQC supervisory inspection has been conducted in the current year, the initial factory inspection should be scheduled within three months following certification.
• Application and registration fees are governed by the “Mandatory Product Certification Fee Standards” of CQC.

This procedural update signifies a shift towards stricter regulation and oversight in the manufacturing and certification of low voltage components in China, enhancing the alignment between self-declared results and official certifications.
