In China, cosmetic quality and safety managers must be appointed who meet the requirements of the Cosmetics Monitoring and Administration Regulation (CSAR) for cosmetic submission or registration.
On April 27, 2022, the NMPA (National Medical Products Administration) issued a public announcement (No. 224-2022) in response to the Jilin MPA and Chongqing MPA regarding the qualification requirements for the person responsible for the quality and safety of cosmetics in China.
Cosmetics registrants, domestic responsible agents (DRA) and contracted manufacturing companies must have a quality and safety officer.
According to Article 32 of the CSAR, the person responsible for the quality and safety of cosmetics should have the necessary knowledge:
- expertise in the field of safety and quality management of cosmetics; and
- more than 5 years of experience in cosmetics production or in the field of safety and quality management.
In the recent announcement, the NMPA also clarified that experience in the production of pharmaceuticals, medical devices, and specialty foods will only be considered equivalent to cosmetics if the person applying for the job has expertise in cosmetics safety and quality management and can demonstrate it.
Note: Specialty foods include health foods, special medical foods, and infant formula, etc.

The departments of the Provincial Medical Devices Administration (MPA) are responsible for market surveillance and the management of cosmetics. They are also responsible for verifying that the registrants, applicants, or quality and safety managers have expertise in the safety and quality management of cosmetics. MPA departments must also verify that duties are being met to ensure that product quality and safety meet market standards.
